Training 4 Resilience - POP-ALERT


Training 4 Resilience have joined with 10 other consortium members from 6 different European Countries to undertake POP-ALERT - a project financed by the European Commission’s 7th framework programme which runs from 2014 to 2016.

The main objective of POP-ALERT is to prepare societies and populations to cope with crisis and disasters in a rapid, effective and efficient way by blending traditional crisis preparedness and first reaction strategies with the use of innovative and contemporary tools.

During the project, the consortium will explore how best to alert and support action by citizens under crisis conditions in familiar and unfamiliar surroundings using generic methodologies,strategies, training and a mix of technologies designed to improve population preparedness and increase community resilience.

POP-ALERT seeks to improve the current practices revolving around the use of messaging and cultural sharing technologies to create awareness using technologies and approaches that offer the best form of accessibility and penetration by citizens and authorities.

A pilot study will be conducted in order to test the generic methodologies and to
assess their effectiveness in raising an improved level of preparedness of the community.

Pandora +

Training 4 Resilience are working with Greenwich University to develop Pandora+.

The Pandora+ system is a smart, rich multimedia simulation environment used for training groups or individuals. It is designed to enhance and expand training exercises for both strategic and tactical level Commanders and Senior Managers, and can be fully configured to support any number of difference scenarios for both public and private sector organisations.

Key Features of Pandora+ include:

■ Easy to develop, adapt and upload your own scenarios

■ On the fly adaptation of the scenario by the trainer such as adding
   a new event, speeding up the delivery of events in the scenario

■ Realistic training provided through the ability to manipulate the emotions
   and stress of trainees captured through bio-metric inputs

■ Development of a range of skills and capabilities in trainees including
   strategic thinking and negotiation skills

■ Ability to simulate scenario players such as a missing trainee with a role vital
   to the scenario

■ Recording of all training activities for post-training debrief and analysis

■ Trainees can be geographically co-located in a training room, or distributed

■ The Pandora+ System supports both individual organisational training events,
   and multi-agency exercises, and can be configured for major crisis events that
   are a risk to human health and life, as well as business continuity events.

Typical scenarios may include:

■ Severe weather events and natural disasters

■ Fires or explosions – including CBRNe events

■ Transportation incidents – involving sea, air, train or road

■ Critical infrastructure failures – involving electricity, gas, water
   or nuclear power

■ Health crises – including pandemics, epidemics, containment conditions, disease
   (including animal disease) and toxic chemical release impacting
   the environment

■ Technology failures – such as breakdown of automated control systems
   or central services

When a crisis occurs, human behaviour and preparedness is critical so training
needs to be as realistic as possible

Research tells us that during a crisis, a person’s emotions can cause a wide range of effects on attention, perception and the cognitive processes involved in decision making, problem-solving and learning. Individuals under stress often fail to adoptrational-choices, devoting insufficient time to the consideration of available alternatives and / or consider alternatives in a disorganised manner. It is vital that trainees experience emotions as close to a real crisis as possible.

Pandora+ has been designed to create a realistic environment, for example it:

■ Selects, models and monitors the relevant human factors / psychologicalvariables
   that have been shown to have an influence on decision making under stress e.g.
   personality traits, leadership style, background experience, self-efficacy, stress &

■ Models the trainee’s actual behaviour / status with respect to the
   selected variables

■ Personalises training stimuli according to trainee model.

■ Monitors trainees’ emotional states and manipulates them during the training
   and engages the trainees on an emotional level.
